NHS Workforce Plan for Wales: Strengthening Recruitment and Reducing Reliance on Agency Staff

The Welsh Government has unveiled a comprehensive workforce plan aimed at improving NHS staffing levels through increased international recruitment, reduced reliance on agency staff, and enhanced job attractiveness within the health sector. - Increased International Recruitment: Building on the success of last year’s recruitment drive, which brought in 400 overseas nurses, a new campaign will launch later this year to expand this initiative further.
- A Revitalised Recruitment Strategy: By April, Health Education and Improvement Wales (HEIW) will introduce an updated national recruitment campaign to attract both domestic and international professionals.
- Creation of an All-Wales Collaborative Bank: This initiative aims to encourage nursing professionals to join the NHS staff bank instead of opting for agency work, offering greater stability and flexibility.
- Pay Standardisation: The government is working to introduce consistent pay rates for additional hours in both primary and secondary care, improving fairness and job satisfaction.
- Review of NHS Wales Bursary Scheme: Planned consultations will explore potential updates to financial support structures for healthcare professionals in training.
Addressing Workforce Shortages
By July, HEIW will extend its recruitment efforts to professional areas experiencing significant shortages, such as primary care, mental health, nursing, dentistry, and pharmacy. The government also plans to introduce incentive schemes to attract professionals to high-demand regions.
Additionally, NHS Wales will publish detailed workforce vacancy data by June to provide transparency and align recruitment strategies with actual needs. A further review in September will refine workforce data collection methods, ensuring accurate planning and resource allocation.

The Welsh Government aims to position NHS Wales as a leading employer by prioritising staff well-being, offering competitive terms, and fostering a diverse and inclusive workforce. Ensuring job security and career progression opportunities will be central to this effort.
Calls for Urgent Action

The Royal College of General Practitioners in Wales stated: “The plan falls short of setting clear workforce expansion targets. A robust and deliverable plan is essential.” Meanwhile, the Royal College of Physicians stressed the importance of immediate action, calling for detailed vacancy data to be published by summer to align recruitment with patient needs.
